GUEST EDITORIAL: SPECIAL ISSUE ON ENERGY THEME

Commentary: This 'Special Issue' involved the author as 'Guest Editor' requested to compile a series of invited papers on new energy technology. These included contributions by: Hal. E. Puthoff, Moray. B. King, Don Kelly, Admiral Sir Anthony Griffin, Andrei Samokhin (concerning the Chernetskii plasma generator), Bruce dePalma and Scott Strachan. The text of the subject 'Editorial' discusses perpetual motion 'of the first kind' in relation to perpetual motion 'of the second kind' in the context that energy has to be conserved but we can see scope for breaching the second law of thermodynamics by cooling the vacuum zero-point field background and even by environmental atmospheric cooling.
